Healthcare

VISN 11 IDIQ Contract, Veterans Administration,

Region 11, MI

MossCost is part of an A/E team providing ongoing design services for the VISN 11 region. To date, nine tasks have been issued. Tasks at Saginaw VAMC: a primary care renovation, a canopy addition/reconfiguration, an interior renovation and an addition to accommodate a new MRI trailer, including a new elevator and waiting area. Tasks at Ann Arbor VAMC: an upgrade of a 200 Amp feed, a stairwell renovation, parking controls, and a pneumatic tube replacement. The IDIQ contract (VA251-10-RP-0018) was awarded in 2010. Each task requires a market analysis as part of the deliverable. Projects involve mechanical, electrical, civil, architectural and structural disciplines.

Ohio State University Clinical Expansion

Columbus, OH

MossCost has provided cost estimating and other services for the following projects:

 

New Cancer Treatment Center

HOK designed this new $300M, 830,000 SF thirteen story facility, comprised of seven patient floors stacked and organized into two wings of a tower located above a four story diagnostic and treatment podium. Project includes expansion of existing emergency department in an adjacent building and incorporates a variety of sustainable design features in pursuit of LEED certification.

 

In addition to estimating services, Cost Benefit analysis of these features was part of the deliverable. MossCost participated in a Value Engineering workshop in December 2007, which was successful in identifying necessary savings to bring the project into budget.

 

Ross, Doan, James, Cramblett Buildings Code Updates

Provided schematic design estimates and life cycle cost analysis for approximately 100 MEP upgrades on the medical campus with a total cost of $120M.

 

Infrastructure

Provided schematic design estimates for $76M worth of roadway and infrastructure improvements for the new medical center expansion. Project includes a number of sustainable features and civic upgrades that required separate funding estimates.

VA Medical Center

North Las Vegas, NV

Provided independent schematic and design development cost estimates for 950,00SF hospital project and campus for the Department of Veterans Affairs.  The project comprised an 8 story/795,000SF Medical Center with emergency care, surgical space, mortuaries, laboratory space (teaching and practice) and specialized treatment clinics. Other facilities included an 85,000 SF Nursing Care Unit and 23,000 SF of warehouse together with campus infrastructure, utilities tunnel and plant, generator building.

 

Walter Reed Army Medical Center

Washington, DC

 

Preparation of A/E estimates for various projects at WRAMC, using MCACES. Schemes included a proposed 29,000SF/$10M+ Military Amputee Training Center (MATC) and various renovation schemes for the existing facility. Many such schemes have been superseded by the BRAC program, which halted all previous projects. A waiver was granted in September 2006 to allow work on the center to continue. Construction on the MATC began in September 2007. The addition includes a running track, a climbing and rappelling wall and a virtual-reality center.

Government

Wright Patterson Air Force Base

Dayton, OH

Moss Construction Cost Management provided MCACES MII estimates for this secure building addition at Wright Patterson Air Force Base, Dayton, Ohio. The work was performed as a sub-consultant to HDR Inc. under an IDIQ contract  (#W912QR-07-D-0009) for the Louisville Corps of Engineers. The scope of work included provision of charette, 95% and 100% RFP phase estimates. Updates and response to User/Corps of Engineers comments via the “Dr Checks” system was part of the deliverable.

  

 
Gulf Island National Seashore Katrina Project

Ocean Springs, MS

Moss Construction Cost Management Inc staff have a long history of organization and participation in formal Value Engineering and Cost Benefit Analysis workshops.

In the wake of hurricane Katrina, a number of structures and facilities require replacement on Ship and Horn Islands, a few miles off the Mississippi coast. These include visitor services, ranger quarters and research stations. The shallow anchorages, historic and wilderness status of the islands  adds to the challenge of the remote location for this project. Presented with a number of potential design solutions, it was necessary to perform a cost benefit analysis to determine  optimize expenditure for the project. A three day workshop involving all stakeholders considered the various options and generated a number of ideas for which “live” cost estimates were required. MossCost staff  participated in the workshop and produced these estimates along with a number of “what if” scenarios. This ability contributed to the overall success of the study such that a firm recommendation as design approach was possible at the end of the three days.

  Madonna Ranger Station

Jarrettsville, MD

 

Moss Construction Cost Management, Inc. provided schematic through CD cost estimates in CSI format for this 4,500GSF new one and one-half story building, estimated to cost approximately $1.4M. Plans call for offices, a conference room, and vehicle and equipment storage. Estimates need to comply with State of Maryland DGS format and standards.

Education

University of Virginia Health System - Various Projects

Charlottesville, VA

Part of an A/E team providing services under a term agreement, provided multiple estimates for a variety of projects including pharmacy renovations, outpatient sterile processing facility, various clinics together with supporting infrastructure projects.

James Madison University - CISAT Library

Harrisonburg, VA

Moss Construction Cost Management provided design phase estimates for the new library building for the College of Integrated Science and Technology (CISAT), part of James Madison University.  This state of the art facility is currently under construction and will house the science, technology and health collections along with the Center for Faculty Innovation and the Center for Instructional Technology. The building is designed to give panoramic views of the Virginia mountains and as such presented a number of challenges in terms of curtain wall glazing and roofing elements.

Laboratory

 

Penn State University Biology Teaching & Research Laboratory, Penn State University, Schuylkill, PA, 2009
Provided SD and DD cost estimates for a renovation and a new addition to a biology teaching laboratory. Pricing for two options for the renovation included infrastructure upgrades and elevator renovations.

 University of Pennsylvania Towne CBE Lab Renovation, University of Pennsylvania, Philadelphia, PA, 2008
Provided schematic estimates for the new $642,233/887 GSF chemical and bimolecular engineering laboratory at the University of Pennsylvania. The new CBE lab consists of a clean room research lab, clean microscopy and vestibule area, main lab with multiple work zones, and “dirty” work alcove.

 Haverford College KINSC Irradiator Vivarium, Haverford College, Haverford, PA, 2008
Provided schematic design estimate for an enclosed, limited access animal colony. The design of the project shall provide a secure environment for the housing of mice. Access shall be controlled and limited to designated personnel. Heating, ventilation, and air conditioning shall be designed to minimize infection and contamination.

Civic

Eckhart Public Library

Auburn, IN

Moss Construction Cost Management actively manages a number of ongoing projects for Eckhart library including the renovation of a newly acquired building,  which is seeking LEED Silver certification.

 Initial involvement was limited to condition assessment and analysis of apparent defects in a recent terrace and ramp addition, together with recommendations as to a course of action and expert advice as to whether damages could be sought from the designer or contractor. Subsequently, MossCost developed design solutions, cost estimates, coordinated A/E input and produced and issued bid documents compliant with state public procurement legislation. Funding restrictions dictated construction contracts be awarded prior to the year end. Allowing for Library board approvals and statutory notice periods, it was necessary to complete the design and bid package within 4 weeks.

Concurrently, the Library was acquiring a further building. At short notice, MossCost completed a condition assessment together with prioritized remediation measures and cost estimates. This assessment was used to finalize grant funding and building procurement.

 In 2006, MossCost managed the construction contract for the terrace remediation work, successfully delivering the project within very specific schedule restraints dictated by Library operations, on time and within budget. Careful budget control and constructability review allowed for the addition of snow melting features that otherwise would not have been incorporated.
